Is a 3.2 a "good" college GPA???

Okay, I attend the UNiversity of Virginia and it's a pretty tough school. Right now my grades aren't exactly A's or anything, and I am wondering is this normal?? I mean is getting a C in college a normal part of the college experience? And is a GPA ranging from 3.0-3.5 considered good or crap?? just wondering....
