Not generally on campus (I don't know of any schools that have something like a beauty shop on campus), and it really depends on the surrounding area whether there are beauty shops nearby. You'll have to look for yourself and the schools you're interested in.

Unless you're in a very, VERY rural area, you'll be fine. If there's a mall anywhere nearby, it'll have hairdressers and beauty shops...it's a very easy way to find what you need. Any suburb or city will have something, though. If you don't happen to find what you're looking for, you might be able to find a friend in the dorm who can help you, or just get whatever you want done when you go home on breaks.

You can look for nearby cosmetology schools, which often offer discounted services, but that'll just depend on your school. Anything in a more urban area should yield results.

If you are investigating individual colleges, some do have them on campus. I know d's school has one in the "student union / university center". But, certainly if there isn't one on campus chances are there will be one either within walking distance or accessible via campus shuttle bus services.
