UCLA or Urbana Champaign

Given the choice between

Biology Major at UCLA with $10,000 one-time scholarship

-and-

Electrical and Computer Engineering Major at University of Illinois: Urbana-Champaign with $12,000 scholarship per year

which should I choose (Assuming that I don't favor one major over the other)?
