This helpful annual list is a great way to find out if colleges still have room (and financial aid) even long after application deadlines have passed.

Caution: Read the headings at the top so that you don't confuse freshman openings with transfer spots.

The university colleges in the Netherlands, international honors colleges modeled after British colleges and part of Dutch universities, accept applications for spring admission until Sept. 15. Even for non-EU citizens, they are a bargain (18K euros/year incl tuition, room, board) for a prestigious 3-year degree. They are taught in English with half the students Dutch, the other half international. They are at the universities of Utrecht, Maastricht, Tilburg, Amsterdam, and FU Amsterdam.
Freiburg University, Germany, is the first German university to offer a similar program starting this fall. I'd imagine that their deadline is later.
