Need help narrowing list, finding safeties

I have begun making a list of colleges but I am worried that it's too long or that I'm aiming too high. I would like some suggestions of safety schools (both financial and stats-wise) because I'm having trouble coming up with some. I live in Florida so I can get Bright Futures at UF. I also scored a 223 on the PSAT so I will probably be a NMF and could pick a NM school as a safety. I know these are good options, but I'm having a hard time getting excited about going in-state or going to a a different state school that offers NM scholarships. Below are my stats and working list of schools.

Intended major: International Relations with a possible concentration in Middle Eastern Studies
GPA: 3.9/4.8
Class rank: top 10%
SAT: super-scored 2320 (800 reading, 800 writing, 720 math)
SAT Subject tests: 770 Latin, 730 US History, waiting for results in Literature and Spanish
APs: 5 on Art History, waiting for results in Spanish, English, and Calc AB
Courseload: IB Diploma student (HL English, HL Math, HL Spanish, SL History, SL Psychology, SL Chemistry)
Extracurriculars: Debate (Captain, qualified for Tournament of Champions), Sailing, countywide high school newspaper, Key Club, Model UN, honor societies (NHS, etc), Museum of History intern/junior docent, play piano

College list (am I categorizing these correctly?):
Reach- Harvard, Princeton, Columbia, Yale, Brown, UChicago
Target- Georgetown, Johns Hopkins, Williams, Tufts, Duke (legacy), William and Mary, Wake Forest
Safety- UF, national merit school, ?

Take a look at George Washington University and American University both in DC. (They make the top 10 list for The Top Ten International Relations Undergraduate Programs | Foreign Policy) Also consider Brandeis.

There are also many private schools that offer NMF scholarships.

Williams only accepts 19% of applicants. That's a reach.

Thank you for the suggestions! I like George Washington and have added it to my list. They also have a NMS.
