    Usually people use it to refer to the US News rankings. Tier 1 refers to the top 50 schools on the list, and tier 2 refers to the next 50 (#50-100).

    What's the difference? Quantitatively speaking, just the number ranking that US News has assigned them, but realistically speaking there may be more differences between the #1 and #5 schools than the #1 and #30 schools, depending on what they are.
