Do a google search of Top Undergraduate Programs for Physics and once you get the list, do a search on the schools' web sites for financial aid for internationals. As usual, the top schools in the country (MIT, Stanford, Caltech) have the top ranked programs, the best aid and....the most competitive international applicants. If you really want to study in the US, you may have to trade off the 'brand name recognition,' and the 'cutting edge' research of the top programs for money. Meaning, you need to apply to less well known schools with good - but not necessarily world class - physics programs to get the financial aid you need. Still interested?
