Phd in Operations Research - top univ

I have a bachelors in maths and a masters in ( Operations research and computer applications) from India.I am looking for a coll to do Phd in OR. I would like to knw the top universities in OR and their expectations.For example,I am a resident of Houston now,so is UT of Austin the only choice?and the GRE score they expect is more than 1400 plus and even still heard it was rejected for other dept,like civil major.Is it so or just a rumour?am yet to give GRE this month end.so wat type of scores shud i get and which univ r good to do OR.thanks for all ur help,in advance.
