I'd take a look at USNWR's top graduate polictical science/IR programs. Not to say that undergraduate deparments will have the same reputation, just that you'll probably get a decent rough sketch of what to look for.
Anything in DC (Georgetown, George Washington, American) is pretty solid in international relations.
Other schools that people have talked about include Tufts, Johns Hopkins, Lewis & Clark, Occidental, Middlebury, and many many more. It just depends how competitive you are admissions-wise and what you're looking for in a school
Claremont McKenna (or any of the 5C schools in CA)
A D.C. school (Georgetown, American, George Washington)
Tufts, Middlebury, Swarthmore, and Johns Hopkins etc also have highly touted international relations programs
