I second Goucher, but I think that if you want a safety, Grinnell, Swarthmore, and Vassar are NOT safeties by any stetch of the imagination. REALLY.
I had higher stats (if you really want to know, you can search my history or PM me- I don't want to list them just to make this stupid point) and decent ECs and was rejected at Swat and waitlisted at Grinnell and Vassar- All of them, especially Swat, are very hard to get in to.
Depending on whether you are in state, and whether you can get that ACT score up 5-6 points, UNC would be a great match. Really tolerant place, one of the most liberal schools in the country. I think the Lesbian-gay alliance is one of the biggest organizations on campus
I'm gonna second Bard. Has many of the features on your list. The rural location was the only thing my D didn't like about it. Great rep and pretty location on the Hudson. It's a huge, sprawling campus; so most students bring their bikes.
BTW they have a great Immediate Decision Program, where you can find out whether you're accepted by Thanksgiving.
