This grossly misstates Penn's legacy policy. Based on (1) my own experience as an alum who regularly attends events on Penn's campus at which this is discussed, and (2) the Penn web site itself, I can assure you that Penn does NOT admit "less than qualified legacies." Further, Penn only gives legacies "some preference," and not "a significant boost to acceptance," as Penn officials and the web site make abundantly clear:
