I can give you a lot of information on fraternities, but just send me a PM with more specific questions to answer.
I can't give you any specifics about the campuses you've asked for other than just overall reputation in the national sense from an interested observer. By principle Big 10 and Pac 10 fraternities are not as good as ones in the SEC or Big 12, though every campus has their shining lights.
Of the schools you mentioned specifically, Penn State has the overall best reputation from a national perspective. But Indiana is probably the best big 10 school for Greek Life. Purdue and Ann Arbor are okay as is East Lansing. Minnesota is not bad, but not super either. Wisconsin, the one place you'd think would be awesome is actually awful...basically the social scene there is so big and open to all that there's no 'lure' to the fraternities. Northwestern is pretty good for the caliber of students it attracts. Usually don't hear too much about Ohio State.
Of the other schools...none particularly known for being big greek schools.
