Although it sounds like UT Austin is a great option, you might still want to apply to Macaulay Honors College at CUNY (mentioned by budda). This program provides you with free tuition, free laptop, some stipends relating to study abroad and some support in terms of housing. I know that at least one of the schools offers a journalism major and I'm sure that several offer IR programs.
