Can i do IVY league? and if not, how far up the ladder can i go?

Ok so basically my question here is that many people tell me i should be trying for higher up colleges than what i already applied to. Yet i dont know how far up the ladder i should be looking. Im interested in Business and law, where can i go thats affordable and still up there.

Heres some stats of me:

GPA= 95% on the 100% scale
Academics= Some APs, going to graduate with my schools highest diploma (advanced regents)
Extracurriculur= A lot of community service, im in the Boy scouts, and have earned my Eagle scout award.
SATs= Not so beautiful, 1510 and im going to take em again this saturday.

Another thing, my eagle scout award, many tell me this is pretty much a lifesaver and can get me into really high places. Is this true? and how far? ( i recently got to meet the CEO of Exxonmobil because of my eagle.)

PLEASE HELP ASAP!!!! IM GOING OUT OF MY MIND!!

is your 1510 CR + M or overall? If its your overall SAT, top 30 universities are out of the picture

If it's your overrall, basically most top colleges are out of the picture... where do you live? Where are you already applying?

I'm sure that's CR+M....and I say you have a chance for the lower-ivys...

To summarize:

If its CR + M and you are an URM, then yes.
If not, then no.
