Don't know about best.

I think Wells Fargo has an ATM on campus. Anyone remember for sure?

My son uses Verizon. It seemed better than AT & T when we checked last year.

What amazed me was that Wells Fargo offered my son an unsecured credit card right away.

I am pretty sure Wells Fargo does have an ATM on ampus. S uses WF.

S has stayed on our family phone plan which costs next to nothing as an additional line.
