Art Supplement Question

In the common app arts supplement, it says to upload a reccomendation from an instructor who knows your work.
I definitely plan to get a rec from my film teacher, but i don't understand, upload a document?

aren't recommendation supposed to be made with a non-disclosure agreement or w/e its called so that you don't see your teacher's recc?
because if you upload it, that means the teacher needs to give it to you
