Common Application Teacher Evaluation / Teacher Recommendations

Is it okay to make copies of the Common Application Teacher Evaluation and teacher recommendations?
The teachers' signatures will not be the original.
But it is still the same thing, right?

Also, are the teachers supposed to sign the flap on the outside of the envelope? (To make sure we don't read the recommendations.)
Is this super important?
Because I don't think my teachers signed the flap when they mailed my recommendations.
Will colleges think I read the recommendations?

Thanks in advance. :]
