Transferring into a competitive major

I'm thinking of going into communications at UCLA, and the assist.org website explicitly states that I must have at least a 3.5GPA for them to even look at my application. How much higher should my GPA be if I want to be able to have a shot at getting in? And how much lower would my chances be if I were to choose this major?
