Applying to UC's multiple times?

Is it bad if I apply to the same UC (UCI, UCSD) more than once from a cc?

I haven't finished any of my lower division reqs yet but I wanna see if I can make it in or not. Will this effect my chances the next time i try applying if I don't make it in and try next year?

Also is it a waste of an effort? I haven't finished any of my lower division stuff and my gpa is a staggering 3.65 without lower division classes (bio, chem physics).

I'm aiming for a bio/biochem major
