Question about AB540

Hello,

Our family lived in CA when she was 7th~9th 1st semester.
We moved to the different state and came back when she was about to be in 11th grade.
AB540 requires 3 years of HS in the state and my daughter attended HS in CA for 2 years and half. However, she failed her 2nd semester of English class so she stayed in HS for another semester (took an online class and 2 classes (like biology) at local CC.)

Will she qualify for AB540 now? She is planning to attend a community college.
