What are the criteria for the CC top schools lists?

Newsweek? Opinions? I do apologize if this is listed somewhere.

I think it's just the Colleges that most people search for or are interested in.

It would appear to be the USNews top 40 or so, minus the Ivies which have their own area.

It doesn't seem that far off. I've wondered about a couple like BC and SC but it seems more or less right.
