Two Quick Questions

Does being a member/junior member/senior member actually do anything?

What does it require to become a member or senior member? Is it just amount of time with an account? Or number of posts? Anyone know how it works?

Also, why can't I quote other topics? And/or how do you do it?

Junior is 31- 299
memer is 300-999
Senior is 1000+
