Colleges for students with less than stellar S.A.T scoes

My soon to be senior son has performed miserably on S.A.Ts and is currently has a 3.0 G.P.A. He works several hours per week is active in school marching band and has tons of community service. S does not want to consider a community college any suggestions for colleges in the northeast.
