Posting problems/ignore list?

I've been having trouble PMing a person/people. I'm not sure why because other people I PM, it works.

What happens when you're on someone's ignore list.

What's happening to me is I don't know that the person gets the message because I get sent items copy but I can't get a receipt even when I say yes when it asks me if I want one.

Perhaps they aren't opening your message? Or haven't noticed the PM indicator?

Well I know that's a possibility if they don't reply. But what about the fact that I'm not able to get my PM receipts for certain people. Even if they didn't open the message I would still get a receipt that said "unconfirmed," right?

Is there a way I can check if I'm on anyone's ignore list?
