To answer your question... if you'll notice CC keeps a lot of old threads from like 5+ years ago, and each thread contains now-updated versions of each person's information and the respective posts. If your account got deleted, there would be no reference to who wrote that post, which would be like dividing by zero in that the Universe would collapse.
Just kidding(???)

Many large forums I know of do not allow deletion of threads or users for database purposes.

In answer to ad.bc's question.... Getting banned won't get your account deleted. It will still be there for future references. You just can't log on.
