social party?

What is the deal with the drinking and smoking situation on campus? is it something that is generally frowned upon aka penalties for having pipes or alcoholic beverages, or is the administration fairly loose? also, is there a place for someone who does not wish to partake in those activities?

There is plenty of drinking like other colleges; also, there are people who smoke. I can't say the administration is loose, but drinking parties are definitely possible even for under age students.
There is are people who do not drink or smoke. Blackstone House is designated as substance-free lifestyle and prohibits such activities on the premise. Other dorms' floors are also designated as substance free living in which is basically the same thing but is a little bit more lax with policies.
