Chance me CALS/CAS RD?

I didn't plan to apply to Cornell until really recently, mainly because I believe my chances are low, but I decided to take a risk and at least apply. I want to major in Biometry (CALS) or Statistics (CAS)

Stats:
SAT: CR 700, M 640, W 610 combined: 1950 (Took once; I am retaking it in October and will raise my math and writing scores)
ACT: Composite: 32; English 32, Math 34, Reading 27, Science 33, Writing 8/12
(Should I just send in my ACT score? I realize the score is still middle percentile, but it's better than my SAT score)
SAT II: Math II- 800, Chem- 760
AP: USH (3), Statistics (4), Chemistry (3) (Do I have to send these? I realize these are poor as well T-T)
GPA weighted: ~98.7 (as of middle of junior year, it hasn't been updated yet, and I don't know what it is on a 4.0 scale)
Rank: 4/~450 (top 1%)

I am taking 4 APs this year

Extra:
-very competitive marching band, time consuming in the fall
-principle sax chair in wind ensemble
-area all state band
-part time job, hours ranging from 10-16 per week typically
-math team (treasurer 12)
-key club (treasurer 10, 11)
-National Honor Society
-200+ hospital volunteering
-AP scholar

Public, inner city high school

I know overall I am a weak applicant for this school, esp in ec's, and I don't have any "hooks," but do I have at least a chance? Or would I be wasting my time writing two 500 word essays? Since, like I said, I only decided to apply last minute, I don't feel comfortable applying for ED.

Any comments or tips?

No, you would be a very competitive applicant, more so if your SAT increases to a High 1400, 1500+ although your ACT is good.
