CALS may not require them, but you can bet the majority of applicants, at least, have taken the SAT IIs and done well on them, (probably an even higher amount of accepted students, if not all of them, have as well) which could put you at a considerable disadvantage, especially since your ACT and SAT scores, so far, are weak. Therefore, you may want to put off applying early decision to Cornell because you only have 2 more chances to retake the SAT, but if you really want to apply ED, then I would advise taking the SAT I in October, the SAT IIs in November, and the ACT in October.
