Tendency of Cornell to defer apps in ED?

I'm not sure but I think I read somewhere that Cornell tends to defer/ reject international applicants in ED. Does it really happen? If yes, then any possible reasons?
Any replies will be appreciated. Thanks!

It probably varies from college to college; at the college of engineering info session i went to last year they told us that very few students are deferred as the CoE tries to give decisions for every ED applicant.
