if you decide to transfer to another major or school within Cornell will it take you more time to graduate becuase you taken classes that don't pretain to your knew major? Or will they give you elective credit for those classes you have taken?

major is simple...just start taking the classes for it.

school/college transfers have a little more of an administrative process, but as long as you're relatively qualified and do it within your first year it should be pretty simple, and transferring school/college sophomore year is still quite feasible.
