I am a little confused...
is the transfer option same as the Guaranteed transfer option that everyone has been talking about?

"Dear ....
The Admissions committee in the college of human ecology has completed the review of freshman applications for fall 2007. ...................... Although we cannot offer admissions at this time, we would like you to consider the option of transfer to the college of human ecology after completing college coursework and specific requirements at another college of your choice.
Our transfer option offer is extended to students who show promise and whose academic and career interests remain within the scope of our college offerings. To meet the conditions of this offer, you must take required courses at at two-or four-year institution of your choice, achieve a 3.3 grade point average or better, and submit an abbreviated application demonstrating a continued interest in our programs of study.
blah blah blah...
