Okay now before the "if you can't answer that you shldn't apply" comments start, I think judging by its placement below the applicant's name I'm guessing they mean the applicants.

BUT then does that mean they don't ask for the Peer's contact info? Because than heaps of people could just falsify a peer!

1. I assume it's the applicants, because the office uses this info to sort us into our proper files. There may be many people with the same name.
2. Yes, I suppose. From the years of reading peer recs, though, I think admissions officers may be able to tell that a rec wasn't really written by a friend. But then again, the rec doesn't mean much anyway.
