yeah, what makes you think he's international?
Duke is need-blind, except for internationals.

Your rank is obviously good and your SATs are also good. Take any SAT IIs?

From what you show here, I think you have a pretty decent chance

Scott, I think you have a great chance. I would recommend (if you haven't already) to set up an interview with the Navy ROTC Commander. If you physically can not get there for an interview, do it over the phone. Let him know how badly you want to attend Duke, his Detachment, the Navy, etc. The Navy ROTC CC most likely has some pull with admissions. Maybe not as much as Coach K, but if he likes you then it certainly wouldn't hurt. In addition, bringing a 4yr ROTC scholarship to the table is a nice incentive for Duke to accept you.

scottl - You also got a Naval ROTC? Me too! I'm waiting for allergy waivers though. What session of NASS did you go to?
