"Departmental Staff"

What exactly does "Departmental Staff" mean? I know it means the teacher has not yet been assigned to the class, but does that mean it will be a graduate student teaching the class?

It could be anyone. I've taken all 3 of my math courses at Duke with departmental staff and I had 1 senior grad student and 2 visiting professors. But all 3 were not that bad. In fact the grad student was one of the best teacher I had at Duke.
