What MichaelNKat is saying is 100% true, and important. However, the process is not completely separate. While the school may accept, and the program may reject, if the program REALLY wants a student, and the school is a little iffy, there may be a chance for admittance. However, if the program wants you, and the school flat out says not, there's no chance. The school admissions people and the program admissions people review applications separately, but upon auditioning, the program admissions people will look at your academic stuff, and take it into consideration when accepting you, denying you, fighting for you, or not depending upon whether or not and how much they want you, and what amount of trouble they are willing to go through to get you.
