I'm looking into mechanical engineering and was hoping somebody could rank them from best to worst overall, with the strength of their engineering program factored in.

michigan/illinois then wisconsin/washington based on rankings...look into the schools and try to visit them

Keep in mind that PhD ranking really has a very low correlation to strength in undergraduate education.
