Spring Quarter for UCLA

I'm currently enrolled in a Comm. Coll. as an Engineering major (possibly Mechanical).
I have planned my classes so that I would be able to finish my time at the community college as quickly as possible without putting too much strain on myself for each semester, and transfer.
However, the last of my classes finish during a Fall semester, which means that to transfer I need to be admitted during a Spring Quarter.
My friend mentioned that UCLA (or other UCs for that matter) only accepts incoming students during a Fall Quarter, and I'm here to confirm whether that is true.

According to the UCLA Engineering website, the two majors that only accept for the Fall term are Bioengineering and Chemical Eng. All others accept in either the Fall or Winter, but not the Spring.
