Cal grant not awarded& How blue + gold opportunity plan works

I am going to UCSD this Fall, however, I didn't get the cal grant A,B,C. I wondered how UC's Blue and gold opportunity plan works? I know this plan may not guarantee to help me to pay the cost of books, housing, transportation, etc.But I noticed that on the website, it states, "If, for example, you receive Pell and Cal Grants and private scholarships that don't fully cover your fees, UC grant money will make up the difference." My family income is definitely less than $80000, and I meet all the requirements which list on the Blue + Gold Opportunity Plan website. Will the plan guarantee to fully cover my systemwide fees?

B&G promise guarantees that systemwide fees will be met with grants (free money)

Yes, as long as you've met the req'ts...income, CA resident, etc. Are you a transfer student? how come you don't have your pkg yet?

it will be in your financial aid package and it probably won't actually be labeled 'blue & gold', but will list grants and/or scholarships.

Yes. I am a transfer student. I got offers from other schools such as uci and ucd, they do have the financial aid package avilaible before the 6.1 deadline. However, ucsd does not. I called the financial aid office several times, but they tell me to wait.
