Full Ride @ Franklin & Marshall

So, I'm confused, so can somebody please help me out? I've seen a few mentions of Franklin & Marshall full rides on CC and other places. It even mentions it once on the F&M site, but it is only once and is not only extremely vague (it doesn't say what it's called and other details. In a Q&A section it just mentions "a full ride scholarships for four years"), but it's quite hard to find. So does anyone know what this is and if it is a legitimate full ride scholarship? Thank you.

F&M appears to award only need-based aid, except for special merit awards for things like summer study and offsite research.

In the most recent reporting period, 2 members of the freshman class received merit aid, average amount $1,500.
