how low/high does the CAl Grant income ceiling go?

I would like to know how high or low the income ceiling goes for Cal Grant requirements because my parents don't make that much (~70k altogether) and I didnt qualify for any grants. also, do you think GPA plays a part in giving grants or you only need the minimum GPA (like 2.0 or sumthing) and the rest is based on financial need because I have a 3.9 GPA uw and am in the top 1% in my class yet I get nothing.

Oh and one more thing. The FAFSA that we initially sumbitted was an estimate based on 2003 but this year my mom's side business lost some money so we have to enter in some new numbers once my dad completes our taxes. I know that Cal Grant is based on first FAFSA but is their a way to show them our new FAFSA once my dad finishes entering in the new data and be reconsidered for grants?
