UT Austin National Merit Finalist Scholarship

I've read on multiple CC threads that they offer a full ride for NMF's who indicate that UT is their top choice.

Does anyone have a website with all the details/does this have any annoying requirements like in-state only?

I read on the UT forum that as of this year, they don't offer any money to anyone who's received any sort of Nat'l Merit award due to major financial problems... Apparently it used to be 1500$/semester, but not anymore. And here's an email I got a few weeks ago from their Admissions department:
Thank you for your email and your interest in UT Austin. Currently, UT Austin does not offer specific awards for National Merit, National Hispanic or National Achievement scholars. A student's accomplishments, however, are highly considered in the offering of many scholarship awards - particularly for incoming freshman.
