International Student: Define?

What exactly is an international student? I've been in the United States for 8 years, but I don't have a permanent residence. I've attended American elementaries, middle schools, and high schools. Am I in the same boat as those who studied in another country and are just coming here? That doesn't seem fair...

Also, would I be able to fill out FAFSA and get the same treatment as others? Or would I be "international" period? Thanks!

If you are not a US citizen or a permanent resident then you are not eligible for FAFSA. You will be considered an international student for admissions and FA at most schools. I believe in some states you may be eligible for instate tuition, but you would have to check with the state you live in.

Yes! They do! My dad is a legal H-1 visa so...
