Scholarships through SAT Scores?

Hi everyone, It's my first time here and sorry to immediately jump to the question but it's been really bugging me... I've been doing practice tests for the SAT's and have been getting 2100-2200 but still got a month or so til the test so i plan to raise that to 2300+ but the question here lies is that, I've been hearing from friends and such that persons they know who've got like 2100+ in sat's barely get any schol offers... if only a few (partials). My question is that if I get 2100-2200+ would I be offered a full schol at all? I'm caucasion, 3.8 GPA, played rugby for 3 years, currently been in two top clubs at our school for 2 years also, but I haven't done any community hours or sports besides rugby too... What are my chances for a full schol? My dream uni is Penn State... would they offer me a full scholarship?

Edit: I forgot to mention I'm an international student.

to me it seems like you know what you want all you really have to do is believe and you will achieve your goals.

Thanks for link =] I take it from that list that there's no chance I'd be offered a schol to penn state? =[
Anywayy... Could someone please explain to me the whole scholarship from sat thingg... Like if I do score 2100-2200+ and get the results back a few weeks laterr, am I gunna see tons of mail with offers from uni's for schols? Or will I have to apply to the uni's and then see if they offer a schol?
