Funded PhD in Env Engg after B.Tech in Chemical Engg.??

hey! i am a senior undergrad student of chemical engineering... i have decided to go for a phd in environmental engineering after graduation.. what chances do i have??
my stats are: average first class GPA from the topmost engg. college in India.. GRE Score (V640, Q800, AWA 5.0) and TOEFL (112)..
i am going for environment engg. because of my interest in this field, but i have no direct courses/experience of working in this field... can i expect funded admits from good univs in the USA?
