My son was awarded a Tier 3 (International Studies) NROTC scholarship last year. His unweighted GPA was about 3.6 and his ACT was 34 (roughly 1530 on SAT verbal/math). He participated in high school footbal and student government during freshman/sophomore year and was heavily involved in youth robotics for eight years. He worked quite a bit during junior and senior year, at times holding down two jobs. My son applied in October, but wasn't awarded a scholarship until late February. I think that it is safe to assume that the Navy focuses on the 85% of scholarships that need to go to technical majors before they look at the Tier 3. I believe that applicants with majors in critical languages/cutures applying for LREC are given priority above other Tier 3 majors, but are still below technical Tier 1 and Tier 2 majors.
Last winter, my son got a couple of calls from a NROTC 'scholarship counselor' who encouraged him to switch his proposed major to a Tier 1 or Tier 2. Son decided not to. Eventually, the scholarship came. He got an 'invitation' to join the LREC program during the summer, after he had already been awarded the scholarship. So far, no one in my son's unit knows much about the program or how the experience of a college Midshipman in the LREC program will differ from that of others in NROTC.
