I live in a 2 person household w/ a single parent. The NACAC fee waiver form says:

2 (Household size)-------21,855 (taxable income)------36,855 (AGI, Single or Head of Household)

Now, I meet the criteria adjusted gross income wise, but not taxable income wise.
Do I have to make at or below both amounts? Do I still qualify for a fee waiver?
