It's rarely a good idea to think that an OOS public can come close to meeting need of an OOS student (since OOS costs are so high). Most publics can't even meet the (lower) need for it's own students (and when they even attempt to meet need of their own students, the "aid" includes loans.)
typically, F/A is really a lot of loans, except for a few top, top privates.
Typically when a student wants to go to an OOS public, he has two choices...
1) expect to pay all costs himself
2) pick an OOS that will reduce the total cost because of merit $ scholarship.
