Do I Qualify For A Fee Waiver?

I'm a student at a California community college and I'll apply to some UCs and CSUs. I've got a 3.5 GPA and 30 semester units. Also, I'm a dependent and my parents make something a little below $38,000 a year. Do I qualify for a waiver?
