Engineering PhD Program chances

I will finish my service in the Marines (Officer side) soon and would like to go back to school for a PhD (25 years old). Some of the Civil Engineering schools I'm interested in are: Colorado-Boulder, UIUC, Cornell, USC, UC-Davis, University of Alberta and Michigan. My history is:

UG GPA: 2.75 Civil Engineering *Univ. of Kansas
MS GPA: 3.63 Civil Engineering (Structures and mechanics) *Univ. of Kansas

I worked on three major projects as an undergrad and grad student at KU. My references are pretty solid, I have remained in contact. Additionally, I worked as a summer intern at a materials and research division for a state DOT after my MS and worked on several projects.

Do you think I have any chance for admissions at the listed schools?

That's a good list. Also, I can vouch for UC Davis, if you get in there. You may want to add Kansas to the list, though, as a backup.
