Looking for advice (econ)

I just graduated from UC Davis, with a subpar GPA of 3.0, and want to give try and attend graduate school (masters)

What is the best way for me to approach this, right now, given my current grades, and lack of LoR-- even a low tier grad school is out of reach

So far my plan is to take courses at UCI upper (division math and some econ courses to get some LoRs), do well and apply-- but I'm having second doubts if this will help me (I've asked my adviser and emailed other advisers at other schools and they too aren't sure)

Has anyone been in my situation??? What's the best way I should approach my situation?

UC Davis is a strong school and there's no reason you can't get into a graduate program somewhere. I have a 3.0 from the University of Idaho and was accepted to several top programs in my chosen field.

You should be trying to build connections for research internships - that seems to be the big gap in your application.

How much Math have you taken? Doing well on more Math may be more important than doing well on more Econ.
